WASHINGTON — President-elect Donald Trump’s announcement of tariff plans sparked criticism Tuesday from Mexico, Canada and China and raised questions about whether the moves would violate international trade agreements — including one he renegotiated in his first term. Trump posted on social media Monday that as “one of my many first Executive Orders” he would impose a 25 percent tariff on all imports from Mexico and Canada and a 10% additional tariff on China. He said the tariffs are in response to the ongoing fentanyl epidemic, crime and illegal immigration. More than 90% of intercepted fentanyl trafficked by cartels is found at ports of entry, primarily in vehicles driven by U.S. citizens, according to Customs and Border Protection. “As everyone is aware, thousands of people are pouring through Mexico and Canada, bringing Crime and Drugs at levels never seen before,” Trump posted. “This Tariff will remain in effect until such time as Drugs, in particular Fentanyl, and all Illegal Aliens stop this Invasion of our Country!” “Both Mexico and Canada have the absolute right and power to easily solve this long simmering problem. We hereby demand that they use this power, and until such time that they do, it is time for them to pay a very big price!” Trump posted. On China, Trump posted that he had many talks about fentanyl and other drugs being sent into the United States, “But to no avail.” “Representatives of China told me that they would institute their maximum penalty, that of death, for any drug dealers caught doing this but, unfortunately, they never followed through, and drugs are pouring into our Country, mostly through Mexico, at levels never seen before,” Trump posted. Mexico is ranked as the top trading partner with the U.S., followed by Canada and then China, according to September U.S. Census Bureau data. Mexican President Claudia Sheinbaum wrote a letter to Trump on his tariff announcement and read it at a press conference Tuesday. She said that Mexico has “developed a comprehensive policy” to address the flow of migrants into the U.S., citing CBP statistics that found crossings at the southwest border are down by 75% from last year. Sheinbaum said that Mexico has seized different types of drugs and arrested people for charges related to drug trafficking but that drug consumption “is a problem of public health and consumption in your country’s society.” She warned that the tariffs will harm the motor industry and would cause job losses and inflation in both the U.S. and Mexico. “One tariff would be followed by another in response, and so on until we put at risk common businesses,” Sheinbaum said. She is planning on discussing the tariffs with Trump’s team. Ontario Premier Doug Ford posted on social media that the tariffs would be “devastating to workers and jobs in both Canada and the U.S.” He called on Canada’s government to take the border situation seriously and said that Canadian Prime Minister Justin Trudeau must call the premiers for an “urgent meeting.” Liu Pengyu, a spokesperson for the Chinese Embassy in the U.S., posted on social media that no one will win a trade or tariff war. “China-U.S. economic and trade cooperation is mutually beneficial in nature,” he wrote, adding that China has worked with the U.S. to address fentanyl trafficking from China. Trade agreement violations Trade experts warn that Trump’s 25% tariffs would violate the U.S.-Mexico-Canada Agreement, which the Trump administration negotiated during his first term, and cause trouble with the World Trade Organization. The agreement replaced the North American Free Trade Agreement in 2020, and the Office of the U.S. Trade Representative says that the agreement is a “mutually beneficial win for North American workers, farmers, ranchers, and businesses.” Mary E. Lovely, senior fellow at the Peterson Institute for International Economics, said that Trump’s proposal would violate the agreement which requires low to zero tariffs on most products. PIIE is a nonprofit, nonpartisan trade research organization. “Tariffs are very low, obviously because of the USMCA, which President Trump himself renegotiated,” Lovely said. “So we know that tariffs of 25% would be very destabilizing to North American production networks, and in particular, to autos.” National Foreign Trade Council President Jake Colvin also said that the tariffs would be a “clear violation of the USMCA.” NFTC advocates on issues related to international tax and trade, global supply chains and national security policies. Colvin warned that the cost of tariffs can fall on business and consumers and noted the retaliation threat from Sheinbaum. “While we’re all familiar with the President-elect’s fondness for tariffs as a negotiating tool, it’s particularly troubling that he’s threatening to aim them at America’s closest allies and trading partners on the very first day of his administration,” he said in a statement. Sen. Charles E. Grassley, R-Iowa, said Tuesday in a conference call with Iowa reporters that the tariffs could be used as a negotiation tool, but said tariffs were tricky “because we in Iowa and throughout the agricultural community know that the first thing that’s retaliated against is agriculture.” “I just think we need to get tariffs down,” Grassley said in the call, according to RadioIowa and other outlets. “And that doesn’t bad mouth, in no way is that meant to disagree with Trump because I think he’s using tariffs as a negotiating tool.” Negotiation tool or not, the tariffs could also cause trouble with the World Trade Organization. “Both Canada and Mexico are members of the WTO. They’re supposed to get most-favored-nation rates at a minimum,” Lovely said. “He’d be in violation of our treaty under the WTO.” Most-favored-nation status is a tenet of the WTO that requires equal treatment among trading partners, meaning that if an advantage is offered to one country it must be extended across the board to others within the WTO, though there are some exceptions. China is also a member of the WTO and has most-favored-nation status. If the tariffs are imposed, the three countries could file to resolve the trade dispute with the WTO but that path would likely go nowhere. “There is an appellate body, which is supposed to take appeals, but the U.S. refuses to allow them to seat judges, so there isn’t a panel to hear the case,” Lovely said. If a case is lost, a member can appeal knowing the process won’t work, known as “appealing into the void.” It’s unclear how Trump will impose the tariffs, but one avenue he could use is through the 1977 International Emergency Economic Powers law. The IEEPA grants the president control over economic transactions. But the law has several restrictions and checks, according to the Congressional Research Service, including consulting with Congress before exercising the authority and immediately transmitting a report afterward and again every six months the authority is in place. Don’t fall for stories about ‘a friend of a friend’ with extra tickets.” Prior to the Toronto concerts, a woman from that city told CityNews she unwittingly became the victim of an online scammer who she feels was preying on the eagerness and vulnerability of fans keen to see their idol on stage. “I was just so excited at the prospect of going and the [cheap] cost and [given] just how difficult it was to get tickets, in hindsight, we really overlooked a lot of small details that should have made us realize it was a scam,” said Natalie Benacem. She had been scouring TikTok for tips on how to score tickets for weeks. “In the comments section there’s tons of people writing comments saying ‘I’m selling tickets, reach out to me’,” she said. She and a friend reached out to one such commenter who presented themselves as a teenage girl. “Everything seemed to check out. She had a profile built with lots of pictures of her. Then we also moved communications over to Instagram and all the pictures lined up and it just seemed feasible. We actually had very lengthy conversations with her and it just felt genuine. She was very believable,” said Benacem. “We thought she was a young, teenage girl. So for her safety, we understood she might not want to meet up in person. She showed us screenshots of tickets and we agreed per her preference that we would send the payment to PayPal as opposed to e-transfer. [We paid] for the first ticket and then she sent us the first ticket. Then I had sent the PayPal for the second ticket, and we never got a second ticket. She basically blocked us and there was no way to reach out to her anymore.” Benacem and her friend paid $600 for two tickets and received sweet nothing in return. Instead they were left with just one to split between the two of them. “It was only $300, so that should have set off a red flag. But $300 in this economy is hard ... but it was too much of a good situation and so we kind of fell for it. We got really excited and we missed all the red flags,” she said. They felt there was no fair way to decide who would go for the show and instead of risking any bad blood, they ended up reselling the one ticket they received from the scammer. “We were really upset. Some expletives were said ... but it gives the opportunity for somebody else to enjoy it,” she said. In a Zoom interview, Daniel Tsai, an adjunct professor specializing in business law and technology at the University of Toronto said Benacem fell victim to one of the most common online scams. “Usually what we see is the use of Kijiji and other open marketplaces, where you’re not able to identify or verify the identity of the other parties — that’s where people can pretend to be somebody else. They don’t even have to be in the same city. They could be in a foreign country,” he explained. “Inevitably they always ask for some kind of Bitcoin or e-transfer, which makes it effectively impossible to get your money back once you transfer it out.” He cautions against buying tickets from unknown sellers online. “You shouldn’t be buying tickets online from anyone that you don’t know and you haven’t actually spoken to or seen in person to discuss the purchase. It’s just not worth it,” he said. He says even a video call is not proof enough anymore and could be a very convincing hoax. “The deep fakes have gotten so good with AI that you can have a zoom call like this ... and the person is speaking, it looks like they have naturalistic realistic movements. You wouldn’t be able to tell if that’s a virtual avatar created by AI. That actually happened in a banking scam in Hong Kong where the bank was defrauded out of tens of millions of dollars,” he said. All a bad actor needs is a free app and a sample of someone’s voice and image from their social media to pull off such a scam. “And unfortunately, the software developers of these apps haven’t put in protections or protocols to prevent that type of misuse and fraud from occurring,” he said. Another common fraud technique he says to watch out for involves hacked social media accounts of friends and family. “So you believe you know this person from Facebook or some other social media, you’re connected, you’re in the same network, so you have no reason to doubt that that is the person that you know. And you purchase the tickets finding out later it’s all fake and that that person’s account was hacked, and in fact, you were dealing with somebody else and not with that person. More than 5.59 lakh job aspirants are slated to appear in an examination for 4,002 vacancies of police constables in Jammu and Kashmir, officials said on Saturday. The test is scheduled to commence across the Union Territory from Sunday. A group of youngsters, meanwhile, staged a demonstration here, reiterating their demand for age relaxation and rescheduling of the examination. "A total of 5,59,135 candidates are scheduled to appear in the exams for 4,002 posts of constables (home department) to be held on December 1, December 8 and December 22," Jammu and Kashmir Services Selection Recruitment Board (SSRB) Chairperson Indu Kanwal Chib said at a meeting here. The meeting of the civil administration and police department was convened by Chief Secretary Atal Dulloo to take stock of the preparations made by the deputy commissioners to conduct the exams. Chib said the exams for the posts of constable (executive/armed/SDRF) are going to be held on December 1 at 856 centres across 20 districts, for which 2,62,863 candidates are set to appear, with the maximum number of 54,296 candidates appearing from Jammu district. The meeting was informed that for the first time, male and female gazetted officers have been deployed at each centre as "frisking supervisors", besides ensuring videography of the exams to ensure transparency, an official spokesperson said. The chief secretary impressed upon the officers to make adequate arrangements in terms of deployment of staff, including observers, supervisors, invigilators and other personnel, for a smooth conduct of the examinations. He urged the deputy commissioners to visit as many exam centres as possible, besides forming teams under senior officers in the district administration to examine all the centres set up in their districts. The chief secretary sensitised them to ensure that no untoward incident of copying or malpractice occurs anywhere and that enough security personnel are deployed at each centre in the district, the spokesperson said. He enquired with them about the arrangements made for the delivery of both sensitive and non-sensitive exam material to the centres. The chief secretary also enjoined upon them to personally monitor the whole process till the OMR sheets are sent back to the SSRB by the police department, the spokesperson said. Meanwhile, a group of youngsters, who could not apply for the constable posts due to being over-age, staged a demonstration here and raised slogans against the administration for not providing them a level-playing field. "We had also dreamt of joining the police and serving the nation but were denied the opportunity by the administration, which failed to hold the examination for years. We have given our representation to the lieutenant governor, political parties and officers seeking age relaxations but all our pleas were ignored," youth leader and social activist Mehran Anjum Mir said. The protesters reiterated their demand for age relaxation for the posts of constable and sub-inspector, and demanded rescheduling of the constable examination to allow them to compete as well. The SSRB has issued a notification for the recruitment of 669 sub-inspectors in the Jammu and Kashmir Police department.
