Illinois Gov. J.B. Pritzker signed Public Act 103-0879, amending the Illinois Right to Privacy in the Workplace Act, late this summer. The act imposes new responsibilities on Illinois employers pertinent to E-Verify and workplace verification and also preempts local government requirements. It goes into effect Jan. 1, 2025. Some of the act’s amendment provisions are: Preempting the state, its political subdivisions, or any unit of local government from requiring an employer to use E-Verify Establishing new training obligations for employers and their authorized agents when enrolling in E-Verify Establishing new procedures that employers enrolled in E-Verify must follow when receiving Tentative Non-Confirmations (TNCs) or no-match letters from agencies such as the Social Security Administration Specific procedures to comply with state law when an inspecting entity (such as U.S. Immigration and Customs Enforcement) conducts an I-9 audit While public reporting described this legislation as an attempt by Illinois to bar the use of E-Verify unless required by federal law, the Illinois Department of Labor issued a fact sheet/FAQ clarifying that the act doesn’t restrict an employer’s ability to participate in E-Verify, but requires an employer to comply with the act’s requirements when doing so. Illinois’ amended act adds to a growing patchwork of state E-Verify laws, making compliance more challenging for U.S. employers operating across multiple states. Some states, such as Florida and Tennessee, mandate the use of E-Verify for most employers operating within the state. Others, such as Indiana, require certain employers to participate in E-Verify. The Illinois law, which goes into effect on Jan. 1, 2025, comes at a time when federal immigration enforcement is expected to increase upon President-elect Donald Trump’s January inauguration.
Taliban leaders in Afghanistan hosted meetings Tuesday with a high-level delegation from neighboring Pakistan, marking the resumption of such interactions after a year-long pause due to terrorism allegations. Mohammad Sadiq, Pakistan’s newly appointed special envoy for Afghan affairs, led his country’s team at the talks in Kabul with Taliban Foreign Minister Amir Khan Muttaqi and Interior Minister Sirajuddin Haqqani, among others. Muttaqi’s office said in a post-meeting statement that the delegations focused on enhancing diplomatic, trade, and transit relations between the countries, which share a nearly 2,600-kilometer border. The chief Taliban diplomat stated that Kabul “desires positive relations” with Islamabad. Muttaqi said without elaborating that to develop trade and transit ties further, both governments “must enhance mutual coordination, facilitate travelers’ cross-border movement, and address issues straining relations between Afghanistan and Pakistan. The Taliban’s statement quoted Pakistani envoy Sadiq as saying that his mission was to “bolster” bilateral political, economic, commercial, and transit relations. “Held wide-ranging discussions. Agreed to work together to further strengthen bilateral cooperation as well as for peace and progress in the region,” the Pakistani envoy wrote on his X social media platform. Sadiq’s predecessor, Asif Ali, visited Kabul in September 2023 when Pakistan was experiencing a dramatic rise in terrorist attacks attributed to the outlawed Tehrik-i-Taliban Pakistan, or TTP, with Islamabad persistently alleging the militant group was orchestrating the deadly cross-border violence from its Afghan “hideouts.” TTP attacks have since intensified and killed hundreds of Pakistani civilians as well as security forces, leading to a further deterioration in relations. "Given the current circumstances, we must expedite our collaborative efforts to safeguard the relationship between our peoples and ensure regional stability and development," Haqqani’s office quoted him Tuesday as telling the Pakistani delegation. He stressed “the urgency of accelerating joint efforts to resolve security and political challenges,” according to the statement. Taliban leaders have consistently denied allegations that Afghan territory is being used as a launching pad for attacks. The de facto Afghan government maintains it does not support the TTP or any other foreign militant group, describing the violence in Pakistan as an "internal problem" for the neighboring country to resolve rather than blaming Kabul for the crisis. Afghanistan is landlocked, relying heavily on Pakistani overland routes and seaports to conduct bilateral and international trade. Tensions over terrorism charges have led to a significant decline in Afghan trade and transit activities through Pakistan in recent months. The Taliban swept back to power in 2021, but no country has officially recognized them as the legitimate rulers of Afghanistan. Several neighboring and regional countries, including Pakistan, China, Russia, Turkey, Saudi Arabia, and Iran have retained their embassies in Kabul since the Taliban takeover, allowing the fundamentalist de facto rulers to take charge of Afghan diplomatic missions in their respective territories. Western countries have refused to open official contacts with the Taliban over their sweeping restrictions on Afghan women’s access to education, work, and most aspects of public life. The United Nations has turned down Taliban requests to let them represent Afghanistan at the global organization, citing the treatment of women. Taliban leaders defend their governance in line with Islamic law, known as Sharia, and Afghan culture, rejecting international criticism as interference in the country’s internal matters.HALIFAX - Nova Scotia Premier Tim Houston named an expanded 21-member cabinet Thursday during a ceremony in downtown Halifax that excluded reporters in a departure from a long-standing tradition of open coverage. In an address that was livestreamed, Houston said his newly re-elected government would continue to deal with issues that matter to Nova Scotians, including health care, housing and affordability. “This term will also be very focused on growing our economy and continuing to lower taxes,” the premier said. “We have to grow our economy to be better able to support the services that Nova Scotians have a right to expect.” Before the election, in which the Tories won 43 of the legislature’s 55 seats, Houston led a 17-member cabinet. The government allowed only one television outlet to have a pool camera at the ceremony held at the Halifax Convention Centre, citing “limited capacity” inside the building that occupies a full city block. Journalists who tried to enter Thursday were turned away by building security. Houston was asked by reporters as he arrived why the media were not being given access to the new cabinet members. “It’s all live streamed ... It’s a really exciting day, you guys have lots of access, and you guys know that,” he said. Reporters were allowed to attend the swearing-in ceremony held at the same venue after the Tories were first elected in 2021, although it was during the COVID-19 pandemic and they were placed in a separate room to monitor the event before interviewing ministers. In the new cabinet, Houston will be joined by veterans John Lohr, who becomes finance minister, Becky Druhan, who moves from education to justice, and Michelle Thompson, who continues as minister of health. There are five new members, including political newcomer Leah Martin as minister of Communications Nova Scotia and L’ nu affairs and Fred Tilley, a former Liberal who crossed the floor just before the Nov. 26 election and becomes minister of public works. The other new ministers are Dave Ritcey in the tourism portfolio, Nolan Young, who is minister of labour, and Scott Armstrong as minister of opportunities and social development — formerly the Department of Community Services. In another departmental change, veteran minister Colton LeBlanc will head the new Department of Growth and Development, which was formerly known as economic development and will now also oversee housing. Composed of 14 men and seven women, the cabinet will see Barbara Adams return as minister of seniors and long-term care and serve as deputy premier. Tim Halman retains the environment portfolio and Tory Rushton stays on in natural resources, while Kim Masland moves from public works to the Department of Emergency Management. The former community services minister, Brendan Maguire, takes over education and also assumes the duties of advanced education from Brian Wong, who was dropped from cabinet along with Susan Corkum-Greek, the former minister of economic development. Alex Marland, a political scientist at Acadia University, said the government could have found room for reporters had it wanted to. “This isn’t a new government, so there are some experienced hands who at a minimum could have been made available,” Marland said. Ottawa firefighters and local Ontario Provincial Police officers were called to a bizarre scene Tuesday morning along Highway 417. A driver had wedged his vehicle under the overpass on the Queensway at Eagleson Road. OPP said the driver lost control and the vehicle ended up on its side right under the bridge. It happened at around 8:40 a.m. Ottawa firefighters extricated the driver after cutting out the windshield. He was the only one in the vehicle and was not hurt. Ottawa OPP Const. Michael Fathi said he and other members of the team had never seen anything like this in their years policing the 417. The driver is facing a charge of careless driving. Fathi said it took about an hour to remove the vehicle from its position. Ottawa Fire Services spokesperson Nick DeFazio said firefighters tied a rope to the frame of the minivan and secured the other end to a cement pillar beside the overpass to help stabilize the vehicle and remove it. "During the second round of talks, the party will present its demands to the government in writing," he declared. Speaking to the media outside Adiala Jail after meeting Khan on Tuesday, Barrister Gohar revealed that he had informed Khan about initiating the negotiation process. However, Imran emphasised the need for a defined timeframe and urged prompt progress on the party's legitimate demands. He clarified that no international matters were discussed during the meeting. "The PTI founder directed that issues related to foreign policy should only be addressed by the party chairman, secretary, and information secretary." Barrister Gohar mentioned that four team members could not participate in the negotiations, and the National Assembly speaker was informed in advance. In the next round, the party plans to present a formal "charter of demands" to the government. Efforts are underway to arrange a meeting between the negotiation committee and the PTI founder before the official start of the discussions. Gohar clarified that the committee was formed by Imran Khan, but he and several others are not part of it. The content creator began making videos during the coronavirus pandemic when schools turned to online learning but has since expanded his teaching from videos to paper after releasing his debut book Science Is Lit in August. He believes his “unconventional” teaching methods help to make his content relatable for younger audiences by using slang deriving from his Jamaican and British heritage. “The language that I use, it’s a combination between Jamaican Patois and London slang because I have Jamaican heritage,” the TikToker, who holds a bachelors and masters degree in biomedical science, told the PA news agency. “That’s why in my videos sometimes I might say things like ‘Wagwan’ or ‘you dun know’. I just want to connect with the young people more, so I speak in the same way that they speak. “The words that I use, the way that I deliver the lesson as well, I would say that my method of teaching is quite unconventional.
